Supporting Home Ownership in Poway (SHOP) Program
 

The Supporting Home Ownership in Poway (SHOP) Program provides low- and moderate-income home buyers with assistance to purchase a home in Poway through a Poway Housing Authority and City of Poway funded second mortgages. Homes purchased with the help of SHOP and BEGIN loans will remain affordable for a minimum of 45 years, which requires the home be sold at a restricted price to qualified buyers.

SHOP loans are available to qualified applicants only when an existing single-family home or condo financed with a SHOP loan becomes available for resale.  

There is Currently One Moderate-Income SHOP Program Home Available for Resale

Depending on the number of qualified applications received, a lottery may be necessary to select those invited to move forward in the process.

If interested in pre-qualifying for this purchase opportunity, you will need to submit a Self-Qualification Form and provide a mortgage pre-qualification letter from a preferred Housing Authority lender for consideration. A Self-Qualification Form may be picked up in person at Poway City Hall or downloaded here: Self-Qualification Form. Accompanying the Self-Qualification Form are informational flyers.

 

To be considered, your Self-Qualification Form and mortgage pre-qualification letter must be submitted to the Poway Housing Authority between April 2, 2018 at 8:00am through 5:00pm April 13, 2018 only. Submission must be timely and complete to be considered.

 

You may choose to deliver your completed Self-Qualification Form and mortgage pre-qualification letter in person or mail to the address below. However, any documents received after 5:00pm on April 13, 2018 will not be accepted. Postmarked date will not constitute timely delivery.

 

The Self-Qualification form must be completed in its entirety; illegibility or missing information may result in your submission being disqualified from further consideration.

Program Requirements

  1. First-Time Buyer. You may not have owned a home secured by a Deed of Trust in the last 3 years. Those displaced by a divorce do not have to meet this requirement.

  2. Down Payment. You are required to provide a percentage of the purchase price toward the down payment and fees. The percentage is 3% for low-income buyers and 5% for moderate-income buyers. This money can be borrowed or granted but cannot be a recorded loan.

  3. Credit and Income Eligibility. Your household’s total gross income and credit history will be reviewed. The higher the credit rating, the more likely you would be eligible for the Program.


               

            4.   Homebuyer Education. You are required to complete classes for first-time homebuyers. Classes include a U.S.                         Department of Housing and Urban Development First-time Homebuyer Course and a Poway Housing Authority                         SHOP/BEGIN Program course.

To qualify, your gross household annual income must fall between the minimum and maximum income levels displayed below based on total household size.
